 It is about the smokers who can no longer smoke inside 
 the bar so hang around outside taking a puff .
 Even most of that complaining is BS .

 And , yes , there are those dangerous complainers
 who move into areas or above bars and then bitch
 about noise , etc . 

 I live right at the Fulton Fish Market and I love it
 because it is more alive from 2 to 5 than just about
 anywhere else . I always figured if I really needed
 to sleep , nothing would keep me awake . My lullaby 
 is fork lifts .

 Incidentally , property rights are a cornerstone of
 libertarian belief . Externalities , like noise , are
 an appropriate thing to bitch about - unless
 preexisting . More consequentially , logically the
 State might appropriately control , eg , smoking ,
 in the "commons" , the streets and sidewalks , but
 have absolutely NO right to control such things in
 private spaces such as bars . The guy who owns it or
 pays the rent is in charge in his own space .
