 I think this is irrelevant - a historical matter of logistics .=

 enough to get reps from Massachusetts to Georgia together -=
 Vermont didn't
 even make it . No way to hold a plebiscite .

 And I see no evidence that our representative City Council makes=

 decisions than a more direct mechanism would .
