This sounds like sound governmental accounting . Governments are - only possible thru force - conglomerate monopolies . An extremely serious problem with them is the acceptance of , even promotion of , cross-subsidies between their services , eg : FICA tax revenues . Gas taxes are supposed to go for road maintenance , and if= truly used for that purpose , would clearly be highly correlated with usage .
